At present, the epidemic is still raging abroad, and sporadic cases and local clusters of outbreaks are occurring in some places in China. In addition, the upcoming Spring Festival holiday will lead to more people on the move and more gathering activities, thus, increasing the epidemic-spreading risk. The situation of epidemic prevention and control is becoming more challenging . In order to consolidate the hard-won achievements in epidemic response and business resumption, and ensure all citizens a happy, safe and peaceful holiday, the relevant matters are notified as follows.
1.All citizens must remain in solidarity to resolutely fight the anti-epidemic battle in winter and spring. The working mechanism of “source check and control + hard-core quarantine + precise intelligent monitoring”shall be carried out strictly. Efforts shall be made to ensure closed-loop management of cold-chain food and objects. We shall spare no efforts to prevent any clustered outbreak or infections acquired at the hospital, to ensure that there are no negligence or missed links at the risk points. All these efforts see to no new domestically infected cases.
2.Citizens please follow the updates of medium- and high-risk areas and avoid all unnecessary trips to abroad and medium- and high-risk areas in China. If you have to go, please wear masks and take all personal protection equipment, and do report to the local communities and work units.
3.For all those who have a travel and residence history in medium- and high-risk areas within the last 14 days, do report to the local communities, work units and residing hotels, and observe screening and monitoring measures. For all incoming(returning) personnel from overseas must conform with the 14+7+7 mechanism，meaning after 14-day quarantine in entry places, you need to stay under 7-day health monitoring at comprehensive service points and take nucleic acid test after arriving in Yiwu, plus another 7-day self-monitoring after that. Personnel shall be investigated for legal liabilities according to the law, if serious consequences are caused by concealing or falsely reporting.
4.For all local enterprises and employers, please have a strong sense of responsibility to carry out efficient epidemic control responses by fully implementing reporting mechanism and control measures for all employees with a travel and residence history in overseas and medium- and high-risk areas. All sub-districts, communities, and villages must establish the system of “Party-building + units” , ensuring all staff in right position.
5.Citizens please continue to take personal protection measures and follow healthy lifestyle and habits such as wearing masks, washing hand frequently, keeping regular ventilation, avoiding unnecessary gathering, observing social distancing of “at least one meter”, using serving chopsticks. Weddings and funerals should be carried out in a simple manner with a gathering as small as possible. For a family dinner, please have no more than 10 members joining. Please go to supermarkets or regular markets to buy cold chain food, and wash hands with sanitizer after purchasing. Cold chain food have to be fully cooked before eating. Forbid eating wild animals. Please show your health code voluntarily when entering public places, cooperate with temperature screening. Please follow closely the health condition of yourself and your family. Once you have fever, cough, fatigue and other symptoms, please wear a mask and go to the nearest fever clinic, and please take the initiative to tell your activities and contact history of the past 14 days.
6.Prevention measures, such as temperature measurement, displaying health code, registration, ventilation, disinfection, wearing masks shall be strictly implemented at schools, hospitals, construction sites, government offices, enterprises, farmers' markets, supermarkets,shopping malls, hotels, restaurants, entertainment venues and other public places. Measures such as limiting the personnel flow, appointing in advance and avoiding the rush hour shall be adopted so that the number of visitors in scenic spots, cinemas, theaters and entertainment venues will not exceed 75 percent of the approved number, and the number of people in religious venues will not exceed 60 percent of the capacity. Schools, nursing homes and other key sites shall carry out closed management and the health condition of people entering and leaving shall be closely monitored.
7.No large-scale gathering activities will be held,such as festival praying, temple fair and lantern fair. No large-scale gathering praying activities such as New Year welcoming, offering of incense and bell ringing will be held in any religious venues. In principle, large conferences, exhibitions, annual meetings, group visits and galas will not be held. Indoor recreational and cultural activities will be reduced. The scale of activities should be strictly controlled. The number of indoor gathering activities such as meetings should be controlled within 300 people. For those activities with a scale of more than 50 people, sound plans for prevention control and emergency should be formulated.
8.Stay in for Chinese New Year! This is our strong proposal. We advocate less intracity mobility during Chinese New Year. Party and government departments at all levels should take the lead in the prevention and control the epidemic. In principle, officials and employees of the local party committee and government , public institutions and state-owned enterprises should not pay outbound visits, nor should they go out of provinces or cities unless necessary. We initiate the proposal for migrant workers to stay in Yiwu for Chinese New Year. Many other provinces have also issued notice urging migrant workers from outside the province not to return home unless necessary. Enterprises should properly make holiday arrangement for their employees staying in Yiwu. All towns, sub-districts and relevant departments should fulfill their responsibilities to ensure that the public will enjoy a safe and peaceful Spring Festival.
